THE CONSULTATIVE COUNCIL ON TOURISM ISSUES

The Advisory Council on Tourism in Plovdiv Municipality is established on the basis of the Law on Tourism. Its composition shall be determined by an order of the mayor, and the changes shall be made on the proposal of the bodies and organizations that have appointed the respective members. This body works on the basis of the adopted Annual Program and is part of the Municipal Tourism Development Program and the relevant local strategy as well as on the basis of local priorities and resources. A basic norm for its work is the Regulation on the Organization and Activities of the Advisory Council on Tourism.
Persons included in the Advisory Council on Tourism shall be appointed by an order of the Mayor of Plovdiv Municipality. The documents described are made available to interested parties.

RULES ON THE ORGANIZATION OF THE CONSULTATIVE COUNCIL ON TOURISM

SECTION I
GENERAL

Article 1 These Rules regulate the activities of the Tourism Advisory Council of Plovdiv Municipality.
Article 2 The Advisory Board shall carry out its activities in accordance with its main functions and tasks as defined in Art. 10 of the Law on Tourism.

SECTION II
COMPOSITION AND MANAGEMENT OF THE CONSULTATIVE COUNCIL ON TOURISM

Article 3 (1) The Advisory Council on Tourism shall be determined by an order of the Mayor of the Municipality of Plovdiv and shall have no less than 12 and no more than 20 members and shall include:
1.Four representatives of the municipal administration, including: Chairman – Mayor of the Municipality, Deputy Chairperson – Deputy Mayor of Span Policy, Secretaries: Director of the Stop Service. activity, two adm. collaborators, incl. lawyer.
2. Four representatives of the Association for Tourism
3. Three representatives of the Municipal Council in politically represented groups
4. One representative of an association of municipalities
5. Representatives of regional associations
(2) The organizations under para. 1, item 2, 3 and 4 shall designate the representatives of their quota for a period of two years, on the basis of a decision of their general meeting or a management board and a written request for participation in the consultative council on tourism in the Municipality of Plovdiv.
(3) Changes in the composition of the Advisory Council on Tourism may be made at the proposal of the bodies and organizations under para. 1 which have designated the relevant members.
(4) Upon termination of the powers of a member of the Advisory Council on Tourism, the head of the respective body or organization shall, within two months, propose the inclusion of the new member.
(5) The appointed representatives may be replaced in the meetings of the Advisory Council on Tourism by explicit, written authorized persons.
Article 4 (1) The Advisory Council on Tourism shall work on the basis of an annual program adopted by it.
(2) The program is part of the Municipal Program for Tourism Development and corresponds to the national strategy and the local priorities depending on the resources and needs of the Municipality.
(3) The Advisory Council on Tourism:
1. Develops together with the tourist associations a strategy for the development of tourism on the territory of the Municipality of Plovdiv. Organize and coordinate implementation.
2. Develops and proposes amendments to the adopted by the Municipal Council – Municipal Tourism Development Program.
3.Organize events for the implementation of the Municipal Tourism Development Program and monitor their implementation.
4. Develops and offers a program for advertising the tourist product of the Municipality and undertakes measures for its implementation.
5. Develops and offers events for maintaining and preserving the natural and cultural-historical sites on the territory of the Municipality.
6. Adopt the annual report on the implementation of the Program.
7.Designs a tourist information center and organizes information services for tourists.
8. Discuss issues related to attracting foreign investments in tourism and make suggestions for their realization.
9. It cooperates with the state authorities when conducting the tourism policy on the territory of the Municipality of Plovdiv.
10. Offers measures for the collection and spending of a tourism development fund. He has the right to request information about the amount of money he has raised and spent.
11. May assign to experts or working groups designated by him the development of a controversial topic or the submission of a written opinion on certain issues that require professional classification or possession of specific knowledge in a particular field.
Article 5 (1) The activity of the Consultative Council on Tourism shall be managed by the Chairperson.
(2) The Chairperson or a person authorized by him from the composition of the council shall:
1. Represents the Advisory Council on Tourism.
2. Schedule the sessions and determine the agenda.
3. Manages meetings.
4. Organize and supervise the implementation of decisions through the Secretariat.
(3) The organizational, technical and financial services of the tourism development activity shall be provided by the Municipality of Plovdiv.
Article 6 The Secretariat shall organize the implementation of decisions of the Advisory Council on Tourism during its sessions, under the chairmanship of the Chairperson.

SECTION III
COURT AND MEETINGS OF THE CONSULTATIVE COUNCIL ON TOURISM

Article 7 (1) Meetings shall be convened by the chairman on his own initiative, on the basis of a decision of the previous meeting or at the request of at least one third of the members of the council.
(2) The Advisory Council on Tourism shall hold meetings at least once every quarter.
(3) The agenda shall be sent at least three days before the date of the meeting.
(4) Changes to the agenda may be taken at the beginning of each meeting.
(5) The meetings of the Advisory Council on Tourism shall be regular if more than half of its members are present. The Advisory Council on Tourism issues its decisions by a majority of more than half of the total number of members. In the case of a tie, the chairman has a decisive vote.
(6) Minutes shall be drawn up for each meeting of the Advisory Council on Tourism, which shall be signed by the Chairman and the Secretary. The minutes shall be attached to the documents examined at the meeting and the decisions taken.

SECTION IV
FINANCING OF THE TOURIST ACTIVITY IN THE PLOVDIV MUNICIPALITY TERRITORY

Art. 8 (1) The Municipal Council shall decide, by its decision, the annual amount of the funds for the development of tourism on the territory of the city of Plovdiv.
(2) item 1. The budget of the Advisory Board shall be determined at a session of the Municipal Council
T.2 The budget of the Advisory Council includes the funds for ensuring the activity for categorization of tourist sites by the Municipal Expert Committee and the Expert Working Groups
(3) The Advisory Council on Tourism:
item 1 Each year, after the end of the financial year, it shall report on its work and on the expenditures for the activity.
Item 2 Periodically publishes information about its activities
item 3 Statements made on behalf of the Consultative Council on Tourism to the mass media may be made by the President or a person authorized by him.

Final provisions:

§1 The court shall be drafted on the basis of Art. 21, para. 1, item 12 of the LCMSA and in connection with Article 10a of the Law on Tourism.

§2 The Regulations shall enter into force on the date of the decision of the Municipal Council of Plovdiv.
